Turkey's SGK introduces new rules to convert official records into insurance days
The Social Security Institution (SGK) has issued a new circular aimed at combating unregistered employment in Turkey. Under the new regulation, official records and reports prepared by public officials—including law enforcement, municipal police (zabıta), doctors, veterinarians, and engineers—will serve as direct evidence of actual work performed.
When these documents confirm an individual is working, the SGK will initiate processes to grant insurance service days. For each documented day of work, at least one day of premium service will be credited. Notably, traffic fine reports issued in person by gendarmerie or traffic police will also be utilized as data sources to identify unregistered employment.
The process will be managed by the SGK's Unregistered Employment Combat (KADİM) services. Once existing insured employees at a workplace are filtered out, the remaining files will be transferred to Social Security Inspectors. If multiple records exist for the same workplace, the earliest official document will be treated as the employment start date. These documented periods will be classified as part-time work under current legislation.
