Turkey launches digital tax audit preparation system
The Tax Audit Board (VDK) of Turkey’s Ministry of Treasury and Finance has introduced the “İncelemeye Hazırlık Dosyası” (VDK‑İHD) digital application. The platform lets taxpayers view the documents and information required for a tax audit in advance, submit them in a standardized electronic format, and correct any issues before the audit begins. It is built on the OECD’s Standard Audit File for Tax (SAF‑T) methodology and is accessed through the Dilekçe ve Bilgi Verme Sistemi, offering step‑by‑step wizards, guides and instructional videos.
According to Finance Minister Mehmet Şimşek, the system aims to shorten audit durations, reduce repetitive document requests and accelerate value‑added‑tax (KDV) refund examinations. By allowing voluntary corrections before penalties are imposed, the reform seeks to boost voluntary tax compliance while modernising the audit infrastructure.
The VDK‑İHD is expected to streamline data preparation, support computer‑assisted analysis and improve overall efficiency of tax examinations across Turkey.
