Turkey's Treasury Ministry Requires Approval for Digital Precious Metals on Borsa Istanbul
The Turkish Ministry of Treasury and Finance issued the amendment to the "Precious Metals Standards and Refineries" regulation, published in the Official Gazette and effective from 29 July 2026. The rule makes Ministry approval mandatory for digital precious metals that have a physical counterpart stored at the Turkish Mint (Darphane) or the exchange before they can be listed on Borsa Istanbul. These digital assets are classified as non‑monetary intangible assets, not as crypto assets.
The regulation also establishes the Precious Metals Tracking System (KMTS). Under KMTS, refineries producing such assets must apply to the Mint within one month of the regulation’s entry into force and register their production. Standard unprocessed and stamped precious metals produced before the approval must be entered into KMTS within an additional month after the Mint’s endorsement. The Borsa and relevant market participants will define the detailed application and registration procedures based on the Ministry’s view.
