Turkish Civil Aviation Authority implements new airspace obstacle criteria
The Directorate General of Civil Aviation (SHGM) has enacted a new regulation, SHY-CNS/MANIA, to protect the electromagnetic performance and flight safety of communication, navigation, and surveillance (CNS) systems within Turkish airspace.
The regulation introduces stricter technical inspections for structures near radar, VOR, DME, and ILS systems. This includes a wide range of developments such as wind turbines, skyscrapers, cranes, and power lines. To manage these requests, a two-stage evaluation system has been established using a Geographic-Based Digital Information Platform. The first stage uses digital tools to check if a project violates designated restricted areas. If a violation or boundary issue is detected, the application proceeds to a second stage involving technical impact analysis by CNS service provider experts, which may include engineering calculations and numerical modeling.
New distance limits have been defined for radar systems. An area within a 500-meter radius of the antenna center is classified as a sensitive zone, while the area between 500 meters and 15 kilometers is designated as a restricted development area. This new regulation replaces the previous framework established in August 2013.
