Turkey Parliament receives pension increase proposals

A new legislative proposal has been submitted to the Grand National Assembly of Turkey (TBMM) aimed at addressing the income gap between active civil servants and retirees. The proposal seeks to provide approximately 2.54 million civil servant retirees with a monthly additional payment of 25,153 TL.

This amount corresponds to the current value of the flat-rate increase (seyyanen zam) granted to active public employees in 2023, which has not yet been reflected in retiree pensions. If passed, the regulation stipulates that the payment will be tax-free, cannot be seized, and will be financed directly by the Treasury.

Beyond a monthly supplement, the proposal includes amendments to Decree Law No. 375 to ensure the increase is permanently integrated into the base pension calculation and prime earnings. This move aims to narrow the wealth gap created over the last three years and restore labor peace.

Separately, discussions in Ankara regarding broader pension reforms include potential welfare shares or specific increases for retirees over the age of 65 to balance the needs of approximately 18 million retirees and 27.5 million active contributors.
