Turkish Parliament studies international models for regulatory reform

The Presidency of the Grand National Assembly of Turkey (TBMM) has conducted a comparative study of parliamentary procedures in various countries to inform potential changes to Turkey’s Internal Regulations. The findings, which have been compiled into books, examine the working methods of parliaments in France, Italy, Germany, the United States, and South Korea.

TBMM Speaker Numan Kurtulmuş stated that the study is intended to contribute to discussions regarding the Internal Regulations and the constitution, expressing hope that it will facilitate the development of parliamentary procedures and the advancement of democratic standards.

The research highlights specific practices, such as in France, where opposition and minority groups are granted the right to set the parliamentary agenda once a month. It also notes regular question-and-answer sessions between the government and parliament, where ministers respond to queries from lawmakers. Additionally, the study examines the distribution of commission chairmanships, noting models where opposition parties hold leadership roles in specific committees.
