Turkish Parliament to debate judicial reform package and 15 July memorial

The Turkish Grand National Assembly will begin its weekly session on July 14, with the General Assembly set to consider the so‑called 12th Judicial Package. The proposal seeks to cut the number of Danıştay chambers to ten and extend the current term by four years, broaden the scope of single‑judge cases in administrative courts, and impose warning penalties on the use of expert testimony where inappropriate. It also introduces new rules on IBAN misuse, halving penalties for limited fraud involving bank‑account data, alters the interest‑rate calculation for undisclosed contracts, limits the interval between court hearings to three months, and grants the Yargıtay Chief Prosecutor a three‑month window to appeal most Yargıtay criminal‑court decisions.

In parallel, the parliament will host a series of commemorations for the 10th anniversary of the 15 July Democracy and National Unity Day. Events include a Mevlid‑i Şerif reading in the parliament mosque, wreath‑laying at the 15 July Martyrs’ Monument, a digital exhibition titled “Victory of the National Will,” art‑incentive and journalism‑workshop exhibitions, and speeches by President Recep Tayyip Erdoğan and Speaker Numan Kurtulmuş. Committee work will also address raising the minimum pension, student amnesty, higher‑education reforms, investigations of school incidents in Şanlıurfa and Kahramanmaraş, and meetings with social‑media representatives.
