Constitutional Court merges files in civil servant retiree pension case
The Turkish Constitutional Court has taken a significant step in a legal battle regarding supplementary payments for civil servant retirees. The Court decided to merge an individual application filed by Seyfettin Çilesiz with an existing case, numbered 2026/7162. This merger is expected to expedite the review process toward a final decision.
The core of the dispute involves an 8,077 TL supplementary payment provided to active civil servants in 2023, which was not reflected in the monthly pensions of retired civil servants. Plaintiffs argue that this exclusion violates the principle of equality and property rights, as both groups are subject to the same legislation.
Lawyer Ali Erdem Gündoğan noted that if the Court rules in favor of the retirees, it could result in a monthly pension increase of approximately 25,000 TL due to current economic coefficients. Furthermore, retirees could claim retroactive payments totaling up to 1 million TL per person dating back to July 2023. An associated signature campaign collected approximately 1 million signatures to support the case. The legal remedy sought applies specifically to civil servant retirees and does not extend to other retiree categories such as workers, tradespeople, or farmers.
