UAE and Russia activate Trade in Services and Investment Agreement

The Trade in Services and Investment Agreement (TISIA) between the United Arab Emirates and the Russian Federation has officially entered into force. This agreement aims to facilitate greater market access for services exports, strengthen investor protections, and foster private sector collaboration in high-growth sectors.

Signed on August 8, 2025, in Moscow during President Sheikh Mohamed bin Zayed Al Nahyan’s visit to Russia, the pact was executed by UAE Minister of Foreign Trade Thani bin Ahmed Al Zeyoudi and Russian Minister of Economic Development Maxim Reshetnikov. The TISIA complements the existing Economic Partnership Agreement between the UAE and the Eurasian Economic Union (EAEU), which focuses on trade in goods. Together, they form a comprehensive framework for goods, services, and investment.

Bilateral non-oil trade between the two nations reached USD 20.4 billion in 2025. The new agreement is expected to deepen cooperation in priority areas such as fintech, healthcare, transport, logistics, and professional services, while reducing market entry barriers and facilitating the movement of professional talent.
