Dominican Republic JCE outlines requirements for new political parties
The Junta Central Electoral (JCE) has issued a detailed clarification regarding the legal requirements for establishing new political parties, groups, or movements in the Dominican Republic ahead of the 2028 elections. Under Law 33-18, the JCE emphasized that mere social media popularity is insufficient for official recognition.
Prospective organizations must meet rigorous legal, territorial, and financial criteria. Key requirements include collecting signatures equivalent to 2% of the valid votes from the previous election, maintaining physical offices in every municipality (for national parties), and establishing a headquarters in the National District. Additionally, organizations must present formal statutes, avoid using national symbols or names of historical figures, and provide detailed financial budgets and projections.
The deadline for submitting all recognition requests is February 20, 2027, exactly twelve months before the general elections. The JCE will then have until October 20, 2027, to issue a final decision.
Separately, discussions continue regarding the voting rights of the Dominican diaspora. Advocates argue that the right to vote for overseas citizens, including the election of seven deputies representing the community abroad, is a constitutionally protected right that should be strengthened rather than eliminated due to costs or low participation rates.
