UEFA to implement Champions League format for international qualifiers

UEFA is planning a major overhaul of international football competitions starting in 2028. Following the success of the new Champions League format, the organization intends to implement a similar league-based system for the qualifiers of the European Championship, the World Cup, and the Nations League.

Under the proposed changes, the Nations League will be restructured from four leagues into three, with each league containing 18 teams divided into three groups of six. For the qualifying stages, a division-based system will be introduced. League 1 will consist of the 36 best national teams from Nations League A and B, split into three groups of 12. Each team will play six matches against different opponents of varying levels. A second league will accommodate the remaining European nations.

UEFA officials noted that the current qualifying formats are often viewed as monotonous and lack sufficient engagement for broadcasters. The new structure aims to reduce matches without high stakes and increase viewership. The decision is expected to be ratified by the UEFA Executive Committee in Thessaloniki, Greece.
