Uganda Attorney General restricts interdicted officers from office

Ugandan Attorney General Dr. Sam Mayanja has issued a directive to all government ministries, departments, and agencies (MDAs) regarding the status of public officers facing criminal prosecution.

According to a legal opinion dated September 25, 2026, officers who have been interdicted due to pending criminal proceedings must remain out of office until their cases are concluded and result in an acquittal. The directive clarifies that an officer cannot resume duties or have their interdiction lifted simply because an initial period of interdiction has expired.

Citing Regulation 38 of the Public Service Commission Regulations, 2009, the Attorney General noted that interdiction is necessary in the public interest when disciplinary or criminal proceedings are active. The guidance is binding for all Permanent Secretaries, Accounting Officers, and Chief Administrative Officers.
