Uganda Cabinet cancels Constitutional Square redevelopment plan

The Ugandan Cabinet, chaired by President Yoweri Museveni, has officially abandoned plans to redevelop Constitutional Square, formerly known as State Square. Minister for ICT and National Guidance Kasule Lumumba announced that the government will instead preserve the site, citing its significant national heritage value and existing legal protections.

The decision follows a review of the site’s status under the Museums and Monuments Act of 2003 and heritage protection instruments dating back to 2004. The square, which covers approximately 1.172 hectares, includes a 1945 war memorial honoring Ugandan soldiers from the First and Second World Wars.

Following the announcement, Kawempe Division Mayor Dr. Emmanuel Serunjogi called on Kampala leaders to maintain their unity and apply the same momentum to protecting Nakivubo Settlement School. Serunjogi emphasized the need to defend affordable education for low-income families amidst ongoing development plans in the Nakivubo area.
