Uganda convicts individuals for terrorism and infrastructure attacks
Ugandan courts have handed down sentences and convictions related to terrorism and violent operations linked to the Allied Democratic Forces (ADF).
Ibrah Muwonge was sentenced to 10 years in prison by the International Crimes Division of the High Court after pleading guilty to terrorism and terrorism financing. Muwonge, identified as a leader of a group known as the Uganda Defence Forces, was involved in the 2022 destruction of electricity infrastructure. The attacks targeted 14 high-voltage pylons and poles across several transmission lines in central Uganda, causing widespread power outages that disrupted water supplies, health facilities, and economic activities.
In a separate proceeding, the General Court Martial in Makindye convicted two former ADF recruits and state informants, Hamza Lyavaala and Adiil Walusansa, of murder. The pair pleaded guilty to roles in planning and executing operations connected to explosions in Munyonyo and Kalerwe in June 2025. Prosecutors stated the men provided false intelligence to security agencies while assisting in the transport and handling of explosives. The incidents resulted in multiple deaths, including a woman involved in a blast near the Munyonyo Catholic Martyrs Shrine.
