Uganda Ministry of Finance trains agencies on upgraded transfer system
The Ugandan Ministry of Finance, Planning and Economic Development has launched a training program for selected Ministries, Departments, and Agencies (MDAs) regarding the upgraded Online Transfer Information Management System (OTIMS).
OTIMS is utilized to manage government transfers to local governments. Key functions of the system include managing indicative planning figures (IPFs), updating beneficiary information and cost centres, and generating quarterly expenditure limits. Recent upgrades have enhanced the system’s database and security, and the Kampala Capital City Authority (KCCA) has been integrated into the platform.
Ali Tagoole, the Acting Commissioner for Budget Policy and Evaluation, stated that feedback from participating institutions is vital to ensuring the system remains practical and responsive to operational needs. The training involves several key bodies, including the Office of the Prime Minister, the Ministry of Local Government, and ministries overseeing agriculture, trade, education, and health.
