Uganda National Examinations Board considers hiking exam fees

The Uganda National Examinations Board (UNEB) is considering an increase in registration fees for candidates sitting national examinations. The proposal is currently being discussed by the UNEB board and its committees to address the rising costs of administering exams, including materials, logistics, and personnel.

UNEB Executive Director Dan Odongo confirmed that current fees have become inadequate. He noted that the board seeks to increase remuneration for staff involved in exam management, such as scouts and invigilators, but is currently limited by revenue. While UNEB receives government funding to supplement registration revenue, Odongo suggested that a manageable increase in candidate fees could provide necessary operational room.

Under the existing fee structure, Primary Seven candidates pay Shs 34,000, Senior Four candidates pay Shs 134,000, and Senior Six candidates pay Shs 186,000. For private candidates, fees are paid by parents or guardians, whereas the government covers costs for learners under the Universal Primary Education (UPE) programme.
