Uganda Parliament investigates digital number plate monopoly and revenue losses

Uganda’s Parliament is investigating the rollout of the Intelligent Transport Monitoring System (ITMS), specifically the contract with Russia-based Joint Stock Company Global Security for digital number plates. Lawmakers report that production has dropped from 350 to approximately 100 sets per day, causing significant delays for motorists and vehicle dealers.

The Ministry of Works and Transport informed the Committee on Physical Infrastructure that these delays are resulting in an estimated loss of Shs4 billion in weekly tax revenue. Stakeholders, including the Uganda Manufacturers Association (UMA), have criticized the current monopoly held by the foreign firm, arguing that it sidelines local manufacturers and has failed to deliver the promised security improvements against forged plates.

Additional concerns raised by transport sector representatives include the high cost of the plates—noting that boda boda riders face much higher fees than previously required—and instances where citizens have paid for plates but have yet to receive them.
