Uganda proposes €31.98 million French loan for Mbarara cancer center
The Ugandan government has proposed borrowing €31.98 million (approximately Shs 139 billion) from France to construct and equip the Mbarara Regional Oncology Centre. The project, which has a total estimated cost of €33.58 million, aims to decentralize specialized cancer care and reduce congestion at the Uganda Cancer Institute (UCI) in Kampala.
The Ugandan government intends to contribute €1.6 million toward the project. The proposed French loan features a 25-year maturity, a ten-year grace period, and an annual interest rate of 0.347%. The facility is planned for the Kihumuro campus of Mbarara University of Science and Technology and will include hospitalization wards, clinical rooms, and imaging facilities such as a CT scanner.
Once operational, the Mbarara center is expected to provide essential services including cancer screening, chemotherapy, and surgery. This initiative is part of a broader plan to establish four regional cancer centers, which officials state could increase national access to cancer care from 24% to approximately 85%. The proposal is currently undergoing review by Ugandan parliamentary committees.
