Uganda Revenue Authority launches data-driven tax compliance strategy
The Uganda Revenue Authority (URA) has launched its Taxpayer Compliance Risk Management Strategy and Compliance Improvement Plan for the 2026/27 financial year. The initiative utilizes a data-driven, risk-based approach to promote voluntary compliance and address emerging risks such as tax evasion, avoidance, and systemic exploitation.
To identify compliance gaps, the URA will analyze taxpayer information, transaction data, and sector trends. Key areas of focus include taxpayer registration, timely filing and declaration of taxes, accurate reporting of sales, and the management of outstanding obligations. The strategy also aims to enhance compliance with the Electronic Fiscal Receipting and Invoicing Solution (EFRIS) and Digital Tax Stamps (DTS) requirements.
This plan builds upon previous digital reforms, including the transition from manual administration to digital monitoring. The URA has urged taxpayers to maintain up-to-date information, issue proper fiscal documents, and respond promptly to compliance communications to ensure a fair and transparent tax administration system.
