Ugandan High Court orders Attorney General to report on Sam Mugumya

The High Court Civil Division in Kampala has ordered the Attorney General to file a report by November 9, 2026, regarding the whereabouts of political activist Sam Mugumya. The order follows a habeas corpus application filed by Mugumya’s legal team, who state they have been unable to determine where he is being held since his alleged arrest.

Justice Simon Peter Kinobe directed the Attorney General to disclose whether Mugumya is in lawful custody, the specific facility where he is held, and the charges against him. If the government fails to comply with the deadline, the court may consider further orders, including summoning responsible officers to explain the failure.

Mugumya, a former aide to opposition leader Dr. Kizza Besigye, has been involved in several politically charged cases. His disappearance comes amid increased scrutiny regarding reports of enforced disappearances and prolonged detention without trial in the country.
