UGU demands halt to morgue cleaning by street‑cleaning staff at Ceuta Military Hospital

The General Union of Workers (UGT) and the works council of Servilimpce have asked the Ceuta Health Ministry to immediately stop the use of municipal road‑cleaning personnel for morgue‑related tasks at the Military Hospital in Ceuta. The unions argue that cleaning a morgue involves handling biological waste and requires specialised training, protective equipment and protocols that street‑cleaners are not qualified for. They contend that assigning these duties to workers whose contract is limited to public‑space cleaning poses serious occupational health risks and breaches legal obligations.

UGU and the works council warned that the practice is “incomprehensible” and could lead to legal action if the Health Ministry does not ensure that only specialised hospital cleaning firms carry out morgue work. They called on the administration to respect the professional competencies of the cleaning staff and to prevent any further assignment of bio‑hazard tasks to employees outside their scope.
