UK automotive industry doubts feasibility of 2030 zero‑emission vehicle mandate

A survey by the Institute for the Motor Industry (IMI) found that 79 % of its members doubt the UK Government’s zero‑emission vehicle (ZEV) mandate can be delivered safely and sustainably, with 82 % lacking confidence in the workforce’s readiness and 48 % urging a review of the targets. Respondents also highlighted poor access to EV‑related training and a largely negative impact on their organisations.

Industry leaders echo these concerns. Mike Hawes, chief executive of the Society of Motor Manufacturers and Traders (SMMT), said carmakers are postponing investment decisions on new UK factories until the mandate is eased, noting a 7.5 % drop in vehicle production in the first half of 2026. Business Secretary Jonathan Reynolds has indicated the rules may be watered down. Labour MP Perran Moon reiterated the government’s commitment to ban new petrol and diesel cars by 2030, while urging investment in related infrastructure.
