UK care sector faces staffing crisis amid immigration restrictions

The United Kingdom’s £15 billion care sector is facing significant operational pressure due to tightening government immigration rules. The industry relies heavily on overseas workers to support more than 650,000 individuals requiring assistance with daily living and medical needs.

Home Office data reveals a sharp decline in visa issuances. Visas granted to workers in caring personal service occupations dropped from 107,772 in the year ending December 2023 to just 1,397 in the year ending March 2026. This follows the July 2025 decision to end new overseas recruitment through the Health and Care Worker visa route.

Key contributors to the workforce include India, Nigeria, and Zimbabwe. In the year ending March 2026, Nigerian nationals received 89,575 visa extensions, while Zimbabwean nationals received 31,117. Proposed policy changes, such as requiring workers to switch to the Skilled Worker route by July 2028 and potentially doubling the residency requirement for permanent settlement from five to 10 years, have increased uncertainty for both employers and migrant staff.
