UK Chancellor John Healey warns of constrained public finances
Chancellor John Healey has issued warnings regarding the state of UK public finances ahead of the upcoming Budget. Addressing Labour Party activists, Healey noted that the government lacks the fiscal flexibility enjoyed by the New Labour era, citing higher debt and lower growth rates. He emphasized that his priority is fiscal discipline to ensure government promises can be met.
Speculation is mounting regarding potential tax changes. Healey remarked that the UK currently has the “lowest capital gains tax (CGT) of any European G7 nation,” suggesting the possibility of rate increases to boost revenue. While some officials argue such hikes would improve fairness, economists have warned that changes to CGT could lead to unpredictable investment behaviors and lost receipts.
The government faces tightening fiscal constraints. While the Office for Budget Responsibility previously estimated a £23.6bn headroom, analysts suggest this may have shrunk significantly due to rising borrowing costs. The Resolution Foundation has projected that the fiscal buffer could fall to as low as £5bn. Other potential Budget measures under discussion include the “Your First Home” scheme for first-time buyers and potential extensions to the High Value Council Tax Surcharge, often referred to as the Mansion Tax.
