UK civil service headcount and exit payouts rise

Research indicates the British civil service has expanded by approximately one-third over the last decade. According to data from the TaxPayers’ Alliance, the number of civil servants rose from 418,340 in 2016 to 557,825 by March 2026. This growth in Whitehall has occurred at more than three times the rate of the wider public sector.

The expansion has seen a shift in roles, with the number of civil servants in the top three grades increasing by 85 percent, while junior-level roles decreased by over 23,000. Policy roles have more than doubled, and communications roles have increased by nearly two-thirds, while frontline operational delivery has shrunk as a proportion of the workforce.

Financial costs have also risen significantly, with the annual civil service wage bill estimated at £22.5 billion. Additionally, an audit of government accounts revealed that exit packages, often referred to as ‘golden goodbyes,’ for former staff and agency employees reached £336 million in the 2025-26 financial year. This is a significant increase from the £153 million paid out in the previous year. Notable payouts included a record severance package for former Cabinet Secretary Sir Chris Wormald in the region of £500,000.
