UK Culture Secretary considers intervention in Sky-ITV merger

UK Culture Secretary Lisa Nandy has announced she is “minded to intervene” regarding Sky UK Limited’s proposed £1.6 billion acquisition of ITV’s media and entertainment business. The potential intervention is driven by concerns over public interest, specifically the impact on news media plurality, the free expression of opinion, and the availability of diverse programming.

Nandy is also considering introducing new legislation to expand regulatory oversight to include on-demand and streaming services, noting that current laws were drafted when viewing was primarily through linear broadcast channels. If a formal intervention proceeds, the deal would be referred to the regulator Ofcom to assess public interest and the Competition and Markets Authority (CMA) to investigate potential impacts on market competition.

The deal, announced in July, covers ITV’s free-to-air channels and its ITVX streaming platform but excludes ITV Studios, which is expected to operate as an independent production entity. Sky and ITV have been given until October 20 to respond to the Secretary's notice.
