UK Department for Work and Pensions launches Carer's Allowance evidence call and announces new benefit debt recovery pwr

The Department for Work and Pensions (DWP) has opened a call for evidence from Carer's Allowance claimants, giving them until 18 August 2026 to submit views on how the benefit could be modernised. The DWP says the feedback will help shape future policy on issues such as earnings taper, averaging periods and support for carers with fluctuating earnings. "What we hear will help shape future thinking about how Carer’s Allowance can be modernised," the department said.

From October 2026 the DWP will enforce stricter debt‑recovery powers under the Public Authorities (Fraud, Error and Recovery) Act. The new powers allow direct deductions from bank accounts and, in cases where overpayment debts reach £1,000, possible driving bans, though licences essential for work or caring duties will be exempt. "They will apply to ALL benefit overpayment debts, together with advances and some overpayments of tax credits," the DWP explained. Cabinet Office minister Satvir Kaur said the measures aim to protect taxpayers and clamp down on fraud.
