UK DWP addresses PIP rule reform calls and confirms Blue Badge eligibility without benefit
The Department for Work and Pensions (DWP) responded to a petition signed by more than 15,000 people urging changes to Personal Independence Payment (PIP) rules so that individuals with Type 1 diabetes can more easily qualify. The DWP reiterated that PIP is not awarded on the basis of a specific diagnosis but on functional need, with assessments focusing on daily tasks such as preparing food, managing finances and monitoring health. It highlighted specialist training for assessors and noted that the ongoing Timms Review will examine whether the current assessment framework accurately reflects the impact of long‑term health conditions; an interim report is expected before the summer recess and a full report in the autumn.
In a separate clarification, the DWP confirmed that applicants may obtain a Blue Badge even without receiving PIP or other disability benefits. Following a 2019 rule change, local councils in England, Scotland and Wales can grant badges based on individual assessments, covering hidden conditions such as autism, dementia, severe anxiety and other disabilities that make travel distressing or unsafe. The department noted that more than three million Blue Badges are in circulation across England and Wales, with around 235,700 in Scotland, and outlined the automatic and assessed routes to eligibility.
