UK DWP reviews benefits rules for carers, PIP and climate payments

The Department for Work and Pensions (DWP) has launched a six‑week call for evidence on reforming Carer's Allowance, proposing to replace the existing £204‑a‑week earnings cliff with a taper, to allow more flexible working and to prevent over‑payments and debt. Minister for Social Security and Disability Sir Stephen Timms said the review will shape future reforms, with a consultation closing on 18 August.

Separately, the DWP is overhauling Personal Independence Payment (PIP) assessments. The "Timms Review" will examine how assessments can better support claimants into work, with an interim report expected in November. Government advisers have urged tighter eligibility for conditions such as ADHD, autism, depression and anxiety, noting over 100,000 PIP claimants with ADHD.

In response to rising summer temperatures, advocacy groups have asked the DWP to introduce a £25 Warm Weather Payment, mirroring the existing Cold Weather Payment, to help vulnerable households cover extra costs during heatwaves.

The coordinated reviews affect millions of claimants across the UK and signal a broader effort to modernise the welfare system.
