UK Education Secretary pledges overhaul of GCSE resit system

Education Secretary Lucy Powell has pledged to overhaul the GCSE resit system for students who fail to pass English and maths. Describing the current process as a “treadmill of failure” that damages student confidence, the government aims to introduce new “stepping stone” Level 1 qualifications starting in 2028.

Under the proposed changes, students receiving a grade 2 or below would be encouraged to pursue these alternative qualifications to demonstrate their skills to employers. Once these Level 1 qualifications are obtained, students would then be eligible to resit their GCSEs. The move follows a curriculum review by Professor Becky Francis, which suggested children should sit fewer GCSEs.

The Association of School and College Leaders (ASCL) has criticized the existing cycle, stating it is “simply not working.” ASCL General Secretary Pepe Di'Iasio described the repetitive nature of the exams as “force feeding” students a “relentless diet of GCSE English and maths,” noting that it limits career options and contributes to young people being neither in employment, education, nor training.
