UK education system overlooking white working-class pupils

Concerns have been raised regarding the educational outcomes of white working-class children in the United Kingdom. Lord Sewell, former chairman of the Commission on Race and Ethnic Disparities, argued that the education system is overlooking disadvantaged white British pupils, noting that they are among the worst performers. He suggested that while attention has been directed toward other ethnic minority groups, the struggles of white children on free school meals have been neglected.

An inquiry into white working-class educational outcomes, led by Baroness Estelle Morris and Sir Hamid Patel, highlighted significant disparities. Data indicates that in 2025, only 36% of White British pupils eligible for free school meals achieved a grade 4 or above in GCSE English and maths, compared to 72% of those not eligible for free school meals. The inquiry suggests the system is structured around middle-class norms, which can misinterpret the potential of working-class children as a deficit.
