UK Funeral Director Robert Bush Sentenced, Prompting New Industry Regulation

Former director Robert Bush of Legacy Independent Funeral Directors in Hull was sentenced to 20 years in prison after being convicted on 67 counts, including preventing lawful burials, fraud, theft and the concealment of 35 bodies and over 100 sets of ashes. The case, described by Health and Social Care Secretary Yvette Cooper as “utterly abhorrent”, affected more than 300 families.

In response, the Department for Health and Social Care, together with the Ministry of Justice and the Law Commission, announced plans to draft formal regulation for the funeral sector. The proposals will be developed in consultation with established operators, faith groups, bereaved families and other stakeholders, aiming to close legal gaps and introduce new offences where needed.

Bush has sent written apologies to families, which many have rejected as insincere or AI‑generated. Prosecutors continue efforts to recover money diverted by Bush, while industry bodies such as the National Association of Funeral Directors welcome the government's commitment to higher standards and oversight.
