UK Government launches £14bn G-Cloud 15 procurement framework

The Government Commercial Agency (GCA) has launched G-Cloud 15, marking the most significant upgrade to the United Kingdom’s public sector cloud procurement framework since 2012. The new framework consolidates three previously separate agreements—Cloud Compute 2 and various lots of G-Cloud 14—into a single, streamlined commercial agreement.

Valued at approximately £14 billion over a four-year term, the framework is expected to facilitate an annual public sector cloud spend of roughly £3 billion. It is designed to simplify procurement for various public sector entities, including local authorities and NHS trusts. Under the new system, call-off contracts can run for up to 60 months, providing increased commercial certainty for suppliers and longer-term partnerships for buyers.

A central focus of G-Cloud 15 is supporting small and medium-sized enterprises (SMEs), which are estimated to make up approximately 90% of the suppliers. To lower barriers to entry, the framework includes an 18-month re-opening window following the launch, allowing new businesses to join, with further opportunities to join at regular intervals throughout the four-year term. This iteration is also the first to operate under the Procurement Act 2023.
