UK Government rejects calls to weaken pub industry regulation

The UK Government has rejected industry calls to reduce regulation within the pub sector, though ministers noted there are areas for improvement. Following a review of the Pubs Code Adjudicator (PCA), the government determined the watchdog has been broadly effective since 2022, citing success in reducing arbitration cases.

However, the government indicated a willingness to reform rules regarding tied pub tenancies. These rules affect publicans who rent pubs from large groups and are required to purchase a portion of their drinks from the owner. Business minister Kate Dearden stated that while new guidance under the act is not required, the government encourages the PCA to address six specific areas identified in a statutory review to strengthen the code’s effectiveness.

This follows a July investigation by the PCA into Stonegate, the UK’s largest pub group, regarding potential failures to comply with legal obligations under the code.
