UK government reviews career planning to reduce youth unemployment
Alan Milburn is preparing a review of young people and work, expected to be published following the October 28 Budget. The review focuses on the nearly one million young people in the UK classified as Not in Education, Employment, or Training (NEET).
Proposals include a new “participation” system designed to help teenagers plan their futures starting as early as age 14. This could involve mapping out career goals, desired earnings, and the necessary steps to achieve them. The initiative aims to shift public spending from benefits toward employment support, potentially reducing the £8.1 billion cost associated with out-of-work and disability benefits for the 16-24 age group.
The British Chambers of Commerce has emphasized the need for a lifelong learning culture to boost productivity. They advocate for better work experience in schools, an all-age apprenticeship system, and a stronger Lifelong Learning Entitlement. While the Department for Education intends to address the NEET crisis through education, officials stated they will work to avoid placing disproportionate burdens on schools during implementation.
