UK government to develop ‘cot cam’ plans for neonatal wards

Following the publication of the Thirlwall Inquiry, the UK government is urgently developing plans to introduce ‘cot cams’—video monitoring systems—in neonatal units across England. The inquiry investigated the crimes of former nurse Lucy Letby, who was convicted of murdering seven babies and attempting to murder seven others at the Countess of Chester Hospital.

Lady Justice Thirlwall’s report identified a ‘complete failure at all levels’ regarding safeguarding procedures, noting that some infants might have been saved if concerns about Letby had been acted upon sooner. Health and Social Care Secretary Yvette Cooper stated that the video monitors are intended to improve safety and provide reassurance to parents when they cannot be physically present.

In addition to video monitoring, the government is considering several reforms, including a barring scheme for senior NHS leaders who fail in their responsibilities, new guidance on insulin storage, and improved protocols for medical examiners reviewing neonatal deaths. The Nursing and Midwifery Council also issued an apology for its delayed response in suspending Letby.
