UK Ministry of Justice refunds £5m to victims of fare dodging scandal

The UK Ministry of Justice has repaid nearly £5 million to victims of a major legal error involving unlawful fare evasion prosecutions. Following a 2024 ruling, more than 48,000 criminal convictions were overturned after it was determined that train companies had improperly used the fast-track Single Justice Procedure (SJP) to prosecute alleged fare dodgers.

While £4,900,096 in fines, costs, and court fees has been returned, approximately £2.6 million in financial penalties remains unclaimed. Data indicates that over half of the individuals who originally paid fines have not yet come forward to seek reimbursement. Campaign group Transform Justice has criticized the state, stating that the scale of this miscarriage of justice is compounded by an unwillingness to ensure all victims are properly notified and compensated.

The issue surfaced in August 2024 when chief magistrate Paul Goldspring ruled that the SJP was an invalid method for these specific offences, as Parliament had not intended for such prosecutions to be handled through that private, fast-track process.
