UK Parliament advances Northern Ireland Troubles Bill

The House of Commons has passed the third reading of the Northern Ireland Troubles Bill with a vote of 330 to 178. The legislation, which now moves to the House of Lords for scrutiny, aims to overhaul the previous administration’s Legacy Act and establish a reformed Legacy Commission to investigate deaths and serious conduct linked to the conflict between 1966 and 1998.

Northern Ireland Secretary Sir Chris Bryant stated that victims, survivors, and families deserve answers to address unresolved trauma. The bill follows a joint framework agreement with the Irish government and is intended to provide a new framework for truth and accountability while adhering to the spirit of the Good Friday Agreement.

However, the legislation faces criticism from some lawmakers. Former veterans minister and Labour MP Al Carns expressed concern that the bill could allow legal efforts to “rewrite history” and potentially target former servicemen and women. The bill seeks to replace the 2023 Legacy Act, which had prohibited criminal investigations into Troubles-related offenses.
