UK Parliament debates AI regulation and digital twin bans

United Kingdom lawmakers are advancing multiple legislative efforts to regulate artificial intelligence, focusing on both personal identity protection and systemic safety.

In Parliament, a proposed Ten-Minute Rule Bill aims to ban unauthorized digital twins. This legislation would target the unregulated creation of hyper-realistic digital replicas of individuals, addressing concerns regarding deepfakes, identity cloning, and data privacy. Proponents argue that existing frameworks are insufficient to protect personal autonomy and prevent risks such as financial fraud or non-consensual digital representation.

Simultaneously, legislators are pushing for emergency safeguards against advanced AI systems. Lord Clement-Jones has proposed an amendment to the Cyber Security and Resilience Bill to create a “kill switch” mechanism, described as a “vital safety net” to halt runaway systems before they compromise critical national infrastructure. Additionally, Labour MP Alex Sobel intends to introduce an AI Security Bill, supported by the advocacy group ControlAI, which seeks to regulate the development of superintelligent AI.
