UK regulator Ofqual fines apprenticeship provider EAL £150,000 as Exeter earns top Ofsted rating
The Office of Qualifications and Examinations Regulation (Ofqual) imposed a £150,000 fine on Excellence, Achievement & Learning Ltd (EAL) after uncovering serious and repeated failures in the delivery of apprenticeship qualifications. The regulator found that learners were assessed against the wrong version of assessment plans, that incorrect results were not properly corrected, and that the appeals process lacked impartiality. Forty‑four apprentices were directly affected, eight of whose certificates were later revoked, and a further 13 were impacted by appeals‑process shortcomings.
In a separate development, Ofsted awarded the University of Exeter three Exceptional grades for its Degree Apprenticeships programme – the first institution in England to achieve this level across leadership and governance, achievement, and participation and development. The inspection highlighted the university’s transformational impact on apprentices and employers, noting a portfolio of 22 programmes serving around 4,200 students and more than 500 partner organisations such as JP Morgan, Amazon, BT and IBM.
