UK residential property investors face rising losses and tax revenue declines
UK residential property investors are facing significant financial challenges following recent fiscal and regulatory changes. Data from Knight Frank indicates that the Treasury has seen an estimated £541 million net loss in stamp duty revenue on property sales exceeding £5 million in the 18 months following the October 2024 Budget. This decline follows the increase of the second-home stamp duty surcharge from 3% to 5% and the replacement of the non-dom tax regime.
Simultaneously, HMRC data shows that taxpayers realized £1.15 billion in losses from residential property investment disposals in the latest tax year, representing a 32% increase from the previous year. Analysts attribute these rising losses to stagnant property prices, higher mortgage costs, and pressures within the private rented sector. The Renters’ Rights Act is also cited as a potential factor prompting landlords to sell properties, even at a loss, as they weigh rental returns against other investment opportunities like global stock markets and government bonds.
