UK social housing regulators identify serious failings in tenant standards

The Regulator of Social Housing (RSH) has issued C3 consumer grades to Nuneaton and Bedworth Borough Council and Thanet District Council, indicating serious failings that require significant improvement. Nuneaton and Bedworth were criticized for deficiencies in repairs, health and safety, and transparency, including a failure to promptly notify the RSH of material issues. Thanet District Council faced criticism regarding housing conditions and its failure to effectively address anti-social behavior.

In a separate finding, the Housing Ombudsman Service ruled that Southern Housing engaged in maladministration regarding a vulnerable tenant. The investigation revealed that the landlord failed to act for at least a year despite knowing the tenant’s heating system was inadequate, leading to ongoing issues with damp and mould. The Ombudsman described the lack of communication and failure to provide meaningful updates as a ‘significant failing’.

While some providers showed progress, such as PA Housing improving its grade to C1, the RSH emphasized that landlords are responsible for providing safe, decent homes and must be held to account when standards fall short.
