UK Prime Minister Burnham announces pension reform to fund National Care Service FAST-MOVING

Prime Minister Andy Burnham has announced plans to reform the state pension triple lock to fund a new National Care Service in England. In his first Labour Party conference speech, Burnham stated that while the triple lock will be honored for the remainder of the current parliamentary term, it will be adjusted starting in April 2030. The proposed new system would link pension increases to either inflation or a 2.5% floor, rather than including average wage growth.

The National Care Service is intended to be a high-quality, taxpayer-funded system similar to the NHS, providing care free at the point of use. The Institute for Fiscal Studies estimates that the current triple lock mechanism adds approximately £16 billion annually to state pension spending compared to an earnings-linked model.

Beyond pension reform, Burnham outlined a broader vision for the country, including proposals to reform the UK's electoral system to move away from first-past-the-post, seeking closer ties with the European Union, and introducing a guaranteed youth offer for education and apprenticeships. He also pledged to increase public control over housing, water, and energy sectors.
