UK Treasury plans extra borrowing to fund infrastructure and housing

British Treasury officials are examining the possibility of raising billions of pounds in additional borrowing by using flexibility built into the government's fiscal rules. Finance Minister John Healey told The Times there is "scope for more and more rapid investment" and said the funds could be directed to infrastructure, housing and business support.

The fiscal rules were altered in 2024 by former finance minister Rachel Reeves to count public‑sector assets when assessing debt, opening the way for greater public borrowing. Analysts suggest the extra financing could be routed through the British Business Bank, the National Wealth Fund and the National Housing Bank, and some of it may be allocated to regional mayors under Prime Minister Andy Burnham's devolution agenda.

The Resolution Foundation estimates the government could invest an additional £9 billion a year by 2031 via the National Wealth Fund. Britain borrowed £128 billion in the 2025/26 fiscal year, and Healey is set to present his first budget on 28 October.
