UK universities withdraw international student offers amid stricter visa rules

United Kingdom universities are increasingly withdrawing admission offers to international students to comply with stricter government visa regulations. Under a revised Basic Compliance Assessment framework implemented in June 2026, educational institutions must maintain a student visa refusal rate below 5%, a significant decrease from the previous 10% threshold.

Failure to meet these requirements puts universities at risk of losing their licenses to sponsor international students. To mitigate this risk, institutions are pre-emptively revoking offers for applicants they believe may face visa denials. This shift has led to a sharp rise in withdrawn visa applications; Home Office data shows that 10.5% of UK study visa applications were withdrawn in the first half of 2026, compared to 2.3% in the same period in 2025.

The crackdown affects students from various nations, including India, Pakistan, Nigeria, and Bangladesh. Pakistan has reportedly seen one of the highest proportions of withdrawn applications.
