Ukraine agrees to stop attacks on Caspian Pipeline Consortium terminal

Ukraine has reached an agreement with the United States to cease attacks on the Russian terminal of the Caspian Pipeline Consortium (CPC). This facility is a critical hub for exporting Kazakh crude oil, which accounts for approximately 2% of the global oil supply and is vital for European refineries.

The commitment follows discussions between high-ranking U.S. officials and Ukrainian leaders. Under the agreement, Ukraine will refrain from targeting CPC infrastructure or non-Russian vessels bound for the terminal, provided those vessels are not subject to Ukrainian sanctions or carrying prohibited cargo. Additionally, contact points will be established to allow commercial shipping companies to communicate information and ensure safe passage.

Recent attacks near the CPC terminal in Novorosiisk, Russia, had previously disrupted maritime activity and reduced oil flows. This development aims to stabilize regional energy exports at a time of global market sensitivity regarding oil and fuel prices.
