Ukraine anti-corruption agencies conclude Operation Midas probe

The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have completed a two-year investigation into a major embezzlement scheme within the energy sector. Dubbed “Operation Midas,” the probe revealed that a high-level criminal organization embezzled approximately $111 million and €12 million between 2020 and 2025.

The scheme reportedly centered on the state nuclear energy monopoly, Energoatom, where officials allegedly demanded kickbacks of up to 15% from private contractors. The investigation has implicated several top officials and businessmen, including former Justice Minister German Galushchenko.

Investigators also identified Timur Mindich, a longtime associate of President Vladimir Zelensky, and financier Aleksandr Zuckerman as suspected masterminds. Both individuals reportedly fled to Israel prior to raids conducted in November 2025. Authorities have taken measures to seize assets linked to the organization both within Ukraine and abroad.
