Ukraine anti-corruption reforms drive EU accession momentum
Ukraine’s efforts toward European Union accession are closely tied to its ability to maintain an independent justice system and combat high-level corruption. The country has established specialized institutions, including the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialised Anti-Corruption Prosecutor’s Office (SAPO), to investigate senior officials.
Recent investigations, such as ‘Operation Carthage,’ have targeted allegations of widespread bribery within the police, intelligence services, and the prosecutor general’s office. These cases involve claims that fraudulent call centers paid monthly bribes to officials to secure protection. While such scandals highlight systemic vulnerabilities, officials argue that the ability of NABU and SAPO to investigate and hold high-ranking individuals accountable serves as evidence of the growing effectiveness and independence of Ukraine’s anti-corruption architecture.
Despite these developments, maintaining the autonomy of these institutions remains a sensitive political challenge. President Volodymyr Zelensky has signed legislation to restore the independence of these bodies following pressure from Western partners and domestic protests.
