Ukraine civilian casualties reach record levels in September

The UN Human Rights Monitoring Mission in Ukraine has reported record-high civilian casualties for September, noting that at least 328 people were killed and 2,105 were wounded. This represents an 85% increase in casualties compared to the same month in the previous year.

Casualties were documented across 22 regions, with Kyiv experiencing particularly high numbers; deaths were recorded on 22 of the 30 days in September. Other heavily impacted areas include Kherson, Kharkiv, Sumy, and Zaporizhzhia. The mission noted that the first two weeks of October have also been among the deadliest periods for civilians in recent years.

This surge in violence coincides with intensified Russian attacks on Ukraine's energy infrastructure. As winter approaches, officials warn of a difficult period ahead. Ukrainian MP Aleksei Kucherenko stated that the situation in the capital is expected to be extremely complicated due to the failure of state enterprise plans and the ongoing damage to the power grid.
