Ukraine considers taxing adult content to fund military drones

Ukrainian lawmakers are considering legislation to legalize and tax the adult content industry to help fund the country's defense efforts. The bill, which passed its first vote in July, is currently awaiting a second reading in parliament.

Yaroslav Zhelezniak, the chair of the parliamentary finance committee and a co-author of the bill, estimates that the regulation could generate up to $25 million in annual tax revenue. While this is a small fraction of Ukraine's estimated $120 billion annual defense requirement, officials note that the funds could finance the purchase of approximately 30,000 military drones.

Currently, the production and distribution of pornographic content are illegal in Ukraine, creating a legal contradiction for creators. Data indicates that 7,900 Ukrainians earned more than $131 million through platforms like OnlyFans in 2023. Under existing laws, creators who attempt to declare these earnings to tax authorities face the risk of criminal prosecution, which often drives the industry underground or abroad.
